I think that is one of those "non-judgemental" cautions and pretty much everybody knows it should be a caution

So you're saying it's the referee's fault if he has to give a card, rather than the player who he cards? Seems a strange thing for a ref to say...

Player blocking the ball isn’t really judgmental. The restart has been delayed. It’s all well and good saying you’ve managed it but as with a player taking off a shirt an offence still occurred.
