Stepped approach or caution?

Well, foul language could still be interpreted as 'offensive' language.
Yes, it certainly could. But the mere fact that it is considered to be foul language (which as mentioned, is dependent on a number of different and not necessarily well-defined factors) is not enough, in and of itself, to make it an offence according to the way the Laws are written.

While I can't say this for sure (there's nothing in any published IFAB document that I am aware of) I have always suspected that one of the reasons for the change from "foul or abusive" to "offensive, insulting or abusive" was precisely because of the difficulty in defining exactly what is or isn't foul language.

I don't disagree - but in response to your question on 'where does a red card just for saying f*** fit in?' - well, it fits under OFFINABUS.

So if the players swears in any way it's a red? Or nothing. There is no inbetween?

Would make things a lot simpler for all concerned...........players would know exactly where they stand, as would referees.

Sure, there might be a few games that don't finish until everyone gets used to it.........but after that? Who knows.......

But it will never happen, because life is not that simple.......and of course, you would have all the elite level referees, with their well known dodgy selective hearing problems that would let the side down.......

I know a few regions Feedback is usually that it works well, but it gradually slides after a couple of seasons. And yes, there are a few abandonments.

F*** = no offence
F*** O** = no offence
F*** Y** = RED CARD
F off is potentially a dissent caution depending on circumstance.

Also I would suggest that it could be a red if for instance you asked a player to come to you for a quiet word and he screams at you to F off or similar out of context reactions.

All about context and situation. :) not grey anymore!!!

It depends on two things:

1. Who can hear it? Fans or players
2. Who is it directed to? teammate, opponent, fan, match officials

You do understand that for this to work, someone (the IFAB, presumably) has to define what swearing is - which basically means compiling a list of all the words that must be considered swearing by referees in every language used in FIFA member countries.

Or maybe not every language - seeing as the Laws are only published in four languages I suppose we could restrict the lists of every single word that would constitute a mandatory dismissal to just English, French, German and Spanish and let referees in countries that don't use those languages figure it out for themselves.

Sounds easy enough.

@RegalRef we will have to get a DNA sorted to establish our parental bonds with one another but somehow somewhere, last weeks ref is preaching I think

It doesn't matter who hears or sees it. If 22 men think it's a corner but you've seen that it's 100% a goal kick, you give a goal kick (cue 300 members telling me that's not true, no surprises and all that)

Ultimately if you hear or see it you take action, even if no one else did
