Match officials are required to report serious offences they haven't seen but have been reported to them.
At these levels they have observers who a) have to provide a report on the referee and b) refer key match decisions to a panel. They also watch footage back and timestamp the clip for the panel.
The clubs report to the FA post match.
So no not every minute of every game is reviewed but normally when unusual, more serious incidents happen then they find their ways back to the FA

When fellow referees make such petty and insulting claims against another match official it totally removes any hopes of coaches or players taking a more common sense approach.The same ref who couldn't se the handball, was able to see a phantom push. Maybe this Yorkshire referee should not officiate Lancashire teams as it seems to play havoc with his eyesight and decision making.

Well no, because this referee is from Yorkshire. .I don't think that a referee goes "oh that's a clear handball, lets not give it because I hate those pesky Yorkshire folk" especially at that level.
