I would imagine a coincidence. The way I read law, the goalkeeper not facing the kick would be no different to him being off his line... therefore if the kicker scores no issue, only a retake if keeper saves it.

If you can legally play advantage from a one handed throw in by a player who is sitting while taking it... this would be a no brainer.
 
I meant before the whistle, there seemed to be some discussion going on.

You shouldn't be whistling until their positions are compliant with the law, if he turns to not face the kicker after the whistle then the penalty must be taken.

The crucial difference is that the goalkeeper being on the line facing the kicker is a requirement of Law 14 before the referee can signal for the kick to be taken. As this is never achieved, the referee is incorrect to signal the kick to be taken.

If the GK was facing the correct way then turned after the signal was given then I would agree with you but here, we should be cautioning the GK for delaying the restart and making sure the pre-requisites are in place before the penalty is signalled to be taken.
