Offside on a Goal Kick & a question ?

Nothing in law stating it has to be stationary so therefore it doesn't have to be stationary.
If that were true then you could also say, "Nothing in law stating a player who has committed a red card offence and been dismissed from the field of play cannot be replaced so therefore he can be replaced." However we all know this is not the case.

It would be nice if everything that should be, were explicitly stated with 100% clarity in the Laws and if every possible scenario were covered in overwhelmingly exhaustive detail, leaving no room for misinterpretation or debate. (It would make forums like this rather boring, of course).

Since the Laws are not this fully comprehensive however, we sometimes have to extrapolate from various sources - from within the Laws, from previous applicable rulings, logic, experience, tradition, even "innate knowledge" (as in the case of not allowing a dismissed player to be replaced).

But in this particular case we don't even have to do that, because the competent authorities have already issued an opinion on this. As referred to in another thread on this topic, a referee who used to frequent the now-defunct RA forum, sent a query to FIFA asking for an IFAB ruling on this. At that time (unlike now) FIFA had the responsibility of disseminating information related to the laws of the game.

The email exchange went as follows:

Subject: Law 16 - Goal Kick

Dear Mr. Xxxxxx,

Yes, as for any kick the ball has to be stationary (e.g. free kick, kick-off, goal kick). If not it has to be repeated.

Thank you for your interest.

I would like clarification from IFAB as I am getting many different opinions on Law 16 - Goal Kick.

Does the ball have to be stationary for a Goal Kick?

A simple 'yes' or 'no' answer will suffice.

Thanks

If you throw a ball away from you with lots of backspin, it will roll towards you. Keepers do it all the time but usually with just enough spin to stop the ball rolling away.
, theres nothing that says the keeper has to backspin it to get it rolling towards him.... a defender could do it from in front of the goal :)
