I am not impartial BUT a referee appointed to my EFL team was awful 3 months ago.

Said referee has only had one EFL game since. Now the same referee has been appointed to my team - again.

My question is:

Can EFL clubs make a request NOT to have a referee? I would guess not but I find it really strange the PGMOL would appoint the same referee so close after such controversy in the first match.

The ref's on a loser before a ball is kicked.

ZKK by any chance? Never seen him referee.
In answer to your question, I believe if we allowed a team to request not to have a particular referee on the basis of a perceived poor performance, you'd have nobody left to referee most games. And that's not the fault of referees...

I agree, a strange appointment, there are many other matches, why put a young referee under pressure before a ball is kicked?

If it is ZKK, then he has had a quick rise to where he is. What I can say is that I have Observed him as a L4 & L2 and the improvement seen from a raw L4 to L2 was the difference between night & day. He listens & takes on board the information like a sponge - though only adopts what he believes to be right for him. I suspect he has continued to learn a lot on the EFL & with there being a 3 month gap since his last appearance, I would expect for you to see an improved performance from your point of view.

3 months is a long time ago, if it was 3 weeks ago I might agree it is too soon. Plus for all we know his observation / evaluation mark might have been fine from that first game. In my experience fans aren’t usually a very good judge of a referee’s performance.

Any idea as to why a 3 month gap?

Lack of games available does not seem likely.

Not really. He's just one of the newer National List referees for this season and that list now covers the National League as well as League 1/2 so he is still operating at his level. Probably just building up his experience

Hence a game this weekend between two teams in the bottom half of League 2 might be judged to be ideal ….

Yes, that is the very definition of the new system. National League and EFL appointments are now merged but that doesn't mean that up and coming referees will be put on EFL games every game. They will gradually be introduced into the EFL.

Without wanting to sound disrespectful, this is 23rd vs 15th in league 2, it is hardly a game that demands an experienced referee.

I just thought after all the complaints (both teams) they would have avoided the same team. Just seems like a loser before a ball is kicked.
