i was at an efl game yesterday.

time taken for ball to be released was between 12 and 22 seconds. not one warning and no sign of any countdowns.

Are other efl refs doung it?

At all 5 games I’ve been to so far this season all Referees have provided the appropriate time down signal (or nearly) & all goalkeepers have complied with no escalation of a corner kick required. Whether that’s because an Observer was present is impossible to determine.
 
It was certainly being enforced in the Championship games I've watched this weekend. The referee in the Southampton vs Wrexham game was very hot on it, had his hand up very quickly. Being in front the Wrexham keeper would have taken an age last season, now he was forced to get rid of it quickly.

As I said before though, I do wonder if referees will be hotter on it when one team is in front. You are going to look a bit of a jobsworth penalising a keeper if their team are 5-0 down after all.

There is also an indication from what I have seen in the Championship so far is that whilst goalkeepers are complying with the 8 second countdown, they seem to make up for it at times from goal kicks!
 
As with any law introductions, the devil is in the detail (and remembering that officials are human with plenty else to think about). It’s been clarified that the 8 second count should only start (and continue) when the GK is truly in a position to release the ball unimpeded .. so that might have been part of the issue at your game. I’m confident that the Observer there will have raised the topic if they saw the same issue as yourself.

Both the tweaked DB Law and the GK 8 second were empathetically and properly enforced at my game at my National League game yesterday

Had this yesterday, losing team (0-3, early second half) having a right old whinge about an extra 5s to get a replacement ball on and the like. Their GK was taking a good 40 seconds over every goal kick (shanked straight out play, usually). Pointed this out and told 'em to focus on their job not mine. Lost 9-0.

I know that this has been mentioned a couple of times already on different threads so it looks like it's true but does anyone know where this clarification comes from? Or even better, does anyone have a link to the clarification?

The clarifications are basically how PGMOL and the FA are instructing their referees to apply the law.

Obviously there are occasions that happen where it is not appropriate to immediately start counting such as following difficult/complex save or strikers messing around in front of the keeper so the guidance being offered is mainly around managing these instances in a way that does not unfairly affect the goalkeeper
 
The FA showed an example of goal keeping taking a 5 second breather on the floor after making a fairly routine double save as an example of a complex save where the count should be delayed.
 
Not sure about anyone else but every game I've done so far this season I've been told I am the only referee to not count the last 5 aloud. But I'm fairly sure in a previous thread it was said the FA said not to

You're gonna look a complete spoon shouting out "5-4-3-2" .... every time the GK holds the ball for more than 3 seconds mate.

I certainly haven't done it in any of my games so far this season.

Simply holding up my outstretched palm and shouting "Okay come on keeper let's go please" has so far worked for me. ;)

I have been counting it out loud.

You'd be surprised. I think it's only probably happened an average of 4-5 times a game at most in my matches so far.

I believed it to be mandatory to say it out loud (although I could be wrong)

Most training I've received certainly seemed to imply that we do count out loud.

I get that mate.

It's just that I've not witnessed it (least ways done it) myself and so if I try and picture it in my head it just makes me laugh!! :p
