I recall there was an FA cup 3rd round tie a few years ago, where the Referee and 4O both went down. One of the AR had to take over in the middle but the teams could not agree on a replacement AR (as the one who volunteered was on the non-football staff of the home club). They had to finish the match with just 2 officials.
I've had that on an Isthmian League game. Referee injured, no 4th official, and the away club refusing to accept the qualified L5 referee who coached the home club's youth team. League rules, and I suspect the early FA Cup round rules are the same, say that where there is no agreement the remaining two officials will finish the match. Once the away club realised it would be their defensive line that had no AR they had a change of mind and agreed to to the home club official running the line.

Are these rules anywhere easily visible in writing? Because when I had assessment day a couple of years ago, I was asked about a scenario where we were only left with 2 officials despite trying all other avenues and I said that I would abandon the game because at that level of football we need a minimum of 3 officials.

Wasn't told if the answer was right or wrong, but I got promoted 😆
 
From the Northern Premier League rules, you continue with less than 3 officials

Could always style it out if wrong with a Law states that .... but I would do ..... because of the level of the game
As alluded to above, it’s a ROC issue. The LOTG don’t require there to be three officials. ROC should always address the standards for the league.

It used to be in the contrib directives but don't think they are a thing anymore. This is from the Isthmian League (step 3/4) though, and says that the remaining officials carry on.

In the event of any of the Match Officials appointed for a match not being in attendance at the match or becoming unable to complete the match it shall be completed under the control of the remaining Match Officials unless the competing Clubs are able to agree upon a substitute who is acceptable to the Match Referee; should the appointed Match Referee fail to appear then the senior Assistant Referee must take charge. Any substitute agreed for a match shall be considered a Match Official for the purposes of that match.
 
And same for the FA Cup in the qualifying rounds where there is no 4th official.

128. For Competition Matches in the Qualifying Competition:

128.1. where any appointed Match Official (other than the referee) fails to attend or is otherwise incapacitated, the Competition Match shall be completed under the control of the remaining Match Officials unless the competing Clubs are able to agree upon a substitute Match Official who is acceptable to the referee to act as a Match Official for the Competition Match (and who shall thereafter be considered a Match Official for the purposes of that Competition Match); and

128.2. where the appointed referee fails to attend or is otherwise incapacitated, the most senior assistant referee appointed to the Competition Match must take the place of the referee (and Rule 128.1 shall then apply in relation to that senior assistant referee).

129. For Competition Matches in the Competition Proper, the fourth official shall be appointed to officiate in the event that an appointed Match Official fails to attend or is otherwise incapacitated.
 
They will have even more grounds for complaint as an official has just gone down injured at Bromley again 😂
