That's gonna be the defence. It was all loans so all above board. City will eventually provide a paper trail that shows that the govt gave 5bn in loans and Etihad paid the sponsorships, even though senior mgmt and common sense suggest the govt actually paid...
 
This isn't about FFP.
Manchester City aren't being banned and fined for breaching FFP, they are being punished for deceit, lying to UEFA. It's a breakdown in trust. Basically, UEFA are saying City have made false statements and have hidden the true facts which, in the eyes of the law is a more serious charge than the offence in many cases.
If City had been up front, they wouldn't be in this situation and the whole FFP thing would have been put to bed by now.

Indeed, and is seemingly not dissimilar to the mess and impending doom that Sheffield Wednesday find themselves in, albeit on a smaller scale. In this case the league believe they have deliberately covered up that they had failed FFP, which is a more serious offence than actually just failing it.
