I agree it's not handball but in UEFA competitions there is zero tolerance. Pretty much any contact with the hand/arm is given in the UCL.
 
I think it's a legitimate interpretation that this is making the body unnaturally bigger or that the player has deliberately spread themselves out as much as possible including the arm position. It's just the Premier League that has set an expectation of a higher threshold including ignoring any kind of supporting arm.
 
I don't think that's a supporting arm at all tbh. I don't think that arm is out to break the players fall, I think it's out as a consequence of him flinging himself in front of it, but it's 100% always gonna be handball in European competition.
Agreed, there was a similar question in the Feb LOTG test
I understand the expectation is to award the PK when a player lunges or slides to block, because that action is not counted as supporting body weight and is deemed to make the body 'unnaturally bigger'. The fact the hand is on the ground is irrelevant because it is otherwise extended away from the body in a blocking action.
I can't recall if the 'weight supporting thing' was actually written in our pamphlet, but I don't believe it's in there now. As usual, we may have different levels of understanding as to what the authorities expect depending on which Confederation or National Authority we're under. Indeed, this is the reason why pretty much nobody knows what constitutes 'handball' as the criteria are unwritten rules that wax and wane
However, MY understanding (and I can forgive the commentators or anyone else for that matter) is that this would be HB even in the EPL
 
I went 14/15 and I'm convinced that the one I dropped a bollock on. I've genuinely no idea what's expected anymore :D

I got 14/15 in this month's multi-guess paper too
Dunno which one I got wrong. The PK HB Q was tricky both in terms of HB decision but also caution / no caution
TBH, thought 14/15 was a good score this month
