Whether it explains all the City players passing to Spurs players is another matter but I'd imagine for the AR looking into the sun it could have been tricky.I'm not having a kit clash here, they aren't even vaguely close. It would have actually been worse had Spurs been in their normal white shirts.
Spurs in white and City in blue hasn't been a problem since the end of watching black and white TV. As in, "For those of you with black and white sets, Liverpool are in their usual red...."It was only a possible problem because of the sunlight, and even then I don't think it actually was a problem. OK, perhaps there wasn't the best of contrast but light blue vs green looked pretty distinct to me. That was Spurs third kit, and their first kit of white and away kit of blue would have been worse, so I'm kind of struggling to see any alternatives here.

I once was AR when there was a bit of a clash. We and the captains said we'd cope. The home team went 1-0 up and at half-time their manager stormed over complaining about the clash and - wait for it - he said "I've put it on Twitter"!
