@DiscoDave its a good question, do you play yourself or just ref?

from a players perspective, if I’ve grabbed a shirt in the box whilst defending and a penalty isn’t given, I will feel like I’ve got away with one there.

And if I’m reffing and I see shirt pulls I will nip it in the bud and warn players about it, I will make a point of making sure they all know I’m not having a game of lads running round grabbing and pulling each other.
I don’t take into consideration if the player “complains about it” because they shouldn’t have to communicate with me in order for a decision to go in their favour. Last thing I want is everyone screaming “ref?!!?!” because they’ve cottoned on that if they’re vocal they’re more likely to get a decision.

like you say, giving a penalty for a shirt pull that doesn’t really impact a player is a hard sell, especially if it’s the first one, and whilst it seems a bit harsh, especially at u13, it’s still a shirt pull and it’s still a foul. There’s been a few incidents in games where I’ve reffed where in my head I cringe and go “christ why have you done that????”, this is similar.

I think the key here isn’t the incident itself, but the bigger picture. It’s key to communicate, manage the game, and be consistent with applying the laws. That defender might be pulling shirts week in week out, at 13 he probably hasn’t really experienced any consequence to his actions, by applying the laws of the game you’re teaching him and helping him become a better player.

Exactly that!..no I don’t play. Following on from this thread I now warn players at the start of the match to “watch” their shirt pulls. It happens all the time in matches and so if you sanction every single one as “a hold” there would be no game and it would be getting stopped every two seconds. For me it was about consistency, identification of what could be deemed a hold and making sure the players know where the line is early on. This way selling a PK on the back of that is far easier both for everyone involved in the game but for me as well as the ref. This approach has worked so far in my last two games and in fact there was only one shirt pull in the last match I did which I did award a FK for. It was early on and there were no instances further and so I think my approached works (at least so far). The **** pull that did result in the PK in my thread was awarded correctly as per “Law” but a very hard sell. I just want to do everything I can to avoid that in my matches.

Just to be clear, as Social Lurker said, CREF is not used with holding offences. A caution would depend not on severity of hold but on how much it affects play (eg is it SPA or DOGSO?). Also be aware thgat in the Glossary to LOTG it says:

Holding offence
A holding offence occurs only when a player’s contact with an opponent’s body or equipment impedes the opponent’s movement

Yes exactly. Depends on outcome over time could possibly a good way to describe. Just had exactly this in a match. Player held on far too long and so clearly impeded the players travel. Foul awarded. If the player was able to break away then blowing too early could have negative consequences. Best to see as much of the outcome as possible IMO.
