PROACTIVE Taking the initiative by actions, tending to make things happen.
REACTIVE Reacting to events, situations and stimuli spontaneously.
When the ball goes dead good referees come alive. All referees are reactive. The best are also proactive.
The ball is dead for around 20 of the 90 minutes of a match.
INITIAL GENERAL QUESTIONS FOR DEADBALL SITUATIONS
  • Did my position make the decision credible?
  • Am I in the best position for the restart?
  • Do I need to check my watch?
  • Do I need to keep an eye on a particular player?
  • Do I need to watch a pair of players?
  • Do I need to move closer to them?
  • Do I need to check that assistants are OK?
  • Do I need to keep an eye on those on the touchline?
  • Do I need to speak to a manager/ coach/ club rep?
  • Do I need to speak to a player?
    • about his equipment? e.g. sock over shin-guard
    • about a recent challenge for the ball?
    • about a skilful piece of play?
    • about his potential loss of temper?
    • about a recent questionable decision?
SPECIFIC QUESTIONS FOR DEADBALL SITUATIONS
Throw-In, Corner, Goal Kick
  • Have I clearly indicated the place for taking the throw/kick?
  • Have I anticipated the next direction of play?
  • Do I have a clear view of the thrower/kicker?
  • Do I have a clear view of most of the players?
  • Do I need to call out? e.g. “Hands down!”
  • Am I moving as play restarts?
Attacking Free Kick
  • Have I arrived at the Scene of the Crime immediately?
  • Have I considered a caution or dismissal?
  • Have I offered the option of the quick free kick?
  • Have I ensured the defenders retreat immediately?
  • Have I paced out the full ten yards?
  • Have I managed the wall?
  • Have I used voice and whistle appropriately?
  • Am I in the best restart position?
  • Am I moving as play restarts?
Penalty Kick
  • Did my position make the decision credible?
  • Have I considered a caution or dismissal?
  • Am I moving in a way to discourage dissent?
  • Have I identified the kicker to the keeper?
  • Have I checked the position of all the players?
  • Am I in the best restart position?
After a Goal
  • How close to the goal was I as the ball went in?
  • Have I checked for an assistant’s flag?
  • Am I indicating a goal without use of the whistle?
  • (only whistle to disallow the goal)
  • Am I watching the retrieval of the ball?
  • Have I noted the score?
THE MOST IMPORTANT QUESTIONS
  • Am I giving of my best?
  • Am I orchestrating a good game of football?
  • AM I ENJOYING MYSELF?
