Personally, the offence was careless and with the receiving of the penalty for England, I don’t see the need to issue a yellow as I feel that IRL have received a justified punishment and need not be given a yellow too. However, I would understand if a referee gave the second yellow for it but for me it’s just a careless challenge so therefore warrants no card (if not persistent infringement either)

Clear DOGSO yellow for me. This is the point of the foul, a top level international footballer 10 yards from goal with just the keeper to beat can't be anything other than an OGSO. The covering defender might be able to make a challenge, but it would have been a big ask.

I think the defender is unlucky here. When the attacker makes contact with the ball is he going towards the goal AND in clear possession?

I think careless plus a penalty.

That still is misleading (almost all freeze frames are)
Ireland's number 3 'might' have challenged for the ball by the time Bellers touched it again
I'd support DOGSO yellow or no DOGSO as there is doubt, although I think the ref got it right on balance

Agree that freeze frames can be misleading for thinks like SFP challenges, but for DOGSO they are exactly what the referee has to form in his own head, i.e. have a mental picture of where the ball and each of the defenders and attackers were at the time of the foul.

The 3 might have got there, but not sure might is enough to rule out OGSO. Plus he would have then had to tackle from the wrong side, and we know that results in a foul more often than not.
 
I think this is one where DOGSO is just about sell-able, but I’m really not convinced.

It looks like Bellingham would have gotten the ball stuck slightly under his feet had he not been fouled, so defender quite likely needs half a step to block his way to goal.

You must have a 'photographic memory'!
Anyway, I think it probably is a DOGSO and I think I'd have probably gotten it wrong as I thought it was a mistake at the time of seeing it
