Rolling Ball Restart - Advantage

1. Player takes a throw in from 1m inside the field of play. The ball goes to an opponent. Can I play advantage?
I don't see why not.

2. Player takes a throw in 'correctly'. The ball bounces outside the field of play before going to an opponent inside the field of play. Can I play advantage?
No, because it's a retake.

1) Yes, if you believe there is an advantage to the non offending team in doing so

2) No, specifically mentioned in Law as a mandatory retake I believe

On 2 . . . On a TI that bounces before entering the field, it is in the Laws as a retake if it had been taken properly and to be taken by the other team if taken improperly. (Change ten-ish years ago, IIRC.) So by your logic does that mean advantage can be applied if it was taken improperly and not if it was taken properly? Again goes to the point that this was a messy tweak of the Laws, with certain (rare) possibilities considered and other (rare) possibilities seeming more mushy. But in practical terms, most of the scenarios we can come up with for discussion are unlikely in the real world, past a moving ball on a FK or a bad TI--but even then, in the real world, more often than not, we're likely to whistle it before there is any suggestion of advantage. This was an unnecessary change that just adds potential for confusion.

When they made it possible to play advantage from a throw-in, under the guise of spirit of the game, they justified it by saying a foul throw was an offence.
So for that brief period last season I would have said number 2 was definitely a retake as no 'offence' is committed.

Under this season's free for all who knows.

1. Is the ball in play (for playing advantage purposes)? If yes when exactly was it in play, please justify using lotg.

2. You were counting down and were at 1 second when the throw was taken. How would you manage the count on the retake?

Ball is in play at a throw-in when it enters the FoP. Does that mean a legally taken throw-in where a player is stood almost entirely inside the line with their heels just brushing the touchline can't legally put the ball in play either, if the ball isn't outside the FoP at some point of the throw-in?

I wouldn't be counting on a retake, I would be awarding the throw-in to the opposition - ball has to be in play by the end of the five seconds, it wasn't so it gets turned around.

On the first part, itks imprecise wording, but we all know what it means. Indeed, if read too literally, many Theo ins are a HB offense because the player is still deliberately handling the ball after it crosses the plane . . .

On the second, ikd go with “it depends.” At a high level, I’d probably go with what you wrote. At low levels, if I deemed it an “honest” attempt at the ti, I’d do a retake.

Most throw-ins are with the ball already in the FoP as it leaves the thrower's hands.

Re the original post, just why? The FK has been given to penalise the opponent and this could reverse the intention.

Just imagine:: FK given for a sending off offence. Player ready to take FK, ref points to different place, player rolls it to teammate who plays it before it stops. It goes to an opponent less than 10 yards away, who goes on to score.

The restart would be on the whistle, so the referee wouldn't have blown the whistle to restart if they weren't happy with the placement.

The tricky part for this is, an incorrect restart you want to nip it in the bud almost immediately. Eg. If they kick the ball long, you aren't going to wait and see if possession flips etc before blowing for a retake.

However, I imagine the law is more geared towards an immediate advantage. Eg. Kicker miss hits and the attacker gains possession immediately in an advanced position.

If you blow up, the now attacking team will be rightfully angry. The observer on the day will rightfully butcher you.
