Replay due to misapplication of law

Anyone know the basis for the FA original decision? As described, it sounds like exactly the kind of mistake of Law that would trigger a replay. (And also a truly bizarre error for a referee to make in a professional match.)

There are several precedents for this, it will always result in a replay. And the 4 officials will be looking for something to do for the next 21 days as they certainly won't be refereeing football games.
As for the original decision, I suspect Woodford just asked a question originally and the FA told them they had to formally protest. There are strict rules about this, a protest fee has to be submitted, and only then will an FA commission look at it.
