If it was/is point blank free you'll get tons of people apply with no intention of seeing it through and end up having to waste a ton of resources getting these people matchday coaching visits before they inevitably lose interest.I think this should be free.
Why? There are all sort of handouts from counties/the FA.
Should refs pay for referee development? What are the annual fees for? Clubs get handouts so are refs not part of the game?
Usually advertised in early June as referee registration opens on 01 June, and registration is essential before any promotion application.When do counties advertise promotion for the forthcoming season generally? Is there a cut off date for applications (esp for 5-4)?
Not sure this is always the case. Possibly is where you are, but believe some/most counties charge an outright fee. I never had any of my fees refunded.This discussion about cost is confusing - the payment is a refundable deposit, which the applicant gets back if they complete the required elements (or have to leave because of illness, for example)

I do agree that it should be the case though.

In most counties the cut off date is 31 July for 5>4. For Y1>Y2, 7>6 and 6>5 it is possible to apply at any stage of the season, as there are several "windows" within the season (once registered)
