Player pacing out the wall - Dissent or Delaying?

Interesting that the player wasn't sin binned. Even in the comments he's said he's just asking the question ie dissent in this case.

Wall does look a bit close although difficult as you can't see any lines to reference, the players steps weren't exactly large

Player's paces were not yards.
Cannot tell from clip how efficiently the referee measured it, and no lines to help judgement.
I would have given the player one chance to get on with it, and if he doesn't he can have a caution for USB, delaying the restart, whatever.
