Penalty retakes

to be honest @Peter Grove - @CapnBloodbeard is correct in saying that if something is carried out my most 'participants' in the world of football, then it in itself becomes a convention ... a convention doesn't stand on whether it was required or not, or correct or not?

and as we can all see here, and @CapnBloodbeard has agreed I believe?, we all know it was incorrect in law, wasn't required but most definitely is/was a convention!

In the 2009 Charity Shield referee Chris Foy would not allow Deco to take the winning 4th penalty. Instead he insisted that Kalou take it motioning to the list he had in his hand. I never found out if it was a Charity Shield rule of competition or Referee Foy following convention. I think it was the latter

That would be following convention the wrong way - in short, not understanding the LOTG!
I don't believe competition rules could enforce an 'order' here, though I'm sure they could require the presentation of the list even if it isn't enforceable.
Well, until the new LOTG come out.
