The Ref Stop
Gotta say I have never seen an R blow to allow a PK with the player on the ball. (At least I assume he whistled—I don’t hear it.) bizarre seems a good word for it.

Whistle is 0:02-0:03. Unusual penalty, but I wouldn't call the refereeing bizarre.

Yeah agree. Whistle also at 43 and can see ref blowing it. Unusuall but this is not on the referee. The keeper has to be more alert especially after the whistle is blown (and for it to be blown).

I think ‘bizarre’ covers it blowing the whistle as the player is putting the ball on the penalty spot, has caused his issue.
He wasn't putting the ball on the spot though, the ball was already set, he was stood there fiddling with his socks. The only thing that has caused an "issue" is the keeper's lack of concentration.

You could argue that but I'd say it's the fact that the ref has blown the whistle whilst the player is still stood over the ball that has caused the issue.

Either way, if he's blown for it to be taken then the goal has to stand.

I'm guessing that referee won't ever do that again though ... ;)

Yes and no. Before this, has anyone ever seen a ref whistle for the kick when the player is standing there? It’s easy to say that the GK should be aware, but it is totally unexpected that the R would blow there rather than once the kicker and GK are clearly ready. The whistle then clearly catches the GK by surprise. I guess it’s a heads up play by the kicker, but is this really the kind of surprise goal we want in the Game. (Given by how quickly the kicker moved, I did wonder if he had seen the R do this kind of early whistle before and (unlike the GK) was prepared for it.)

It technically could be construed as feint for me. Once he plants that left foot the runup is complete, he then pulls his right foot backwards and plants it on the ground before kicking the ball. Good view from 55 seconds.

Can't see anything wrong at all here. There's nothing in law to say a penalty taker must take a run up, the whistle has been blown, just down to the keeper not concentrating.

As an aside, the penalty taker in my old team used to do this. His rationale was he always placed them rather than relying on power, and it is much easier to direct a ball if your feet are in the right place rather than running up to it. Can't remember his ever missing so he might have been onto something.
