If he'd buzzed and there was no appeals would you have gone over?
I fully get what you're saying (and I don't know what the answer to that question is) but the AR getting this one correct doesn't negate the fact that many times ARs at this level if given the scope to make these decisions on their own would regularly get them incorrect.
Personally I'd rather potentially miss this one and nobody complain but be wrong, than give this one correctly but then give another 10 incorrectly (or have my AR flag 10 that I have to go and tell him it wasn't an offence) throughout the season because he's trying to make the call on his own.

I don't personally say that I don't want to give it if nobody appeals, but I do say that usually an appeal for the goalkeeper will be a big clue. I'd still go over and have the chat if my AR wasn't happy with a goal.
