JPL quarter restarts

Just as an aside, in the US, AYSO has substitution breaks about half way through the half for most age groups. They only permit subs at these breaks, halftime, and for injury to make sure every kid gets to play half the game. The subs typically become a sort of time out as coaches rearrange their teams. The restart has always been from where the game left off before the sub break.

Most games in US have unlimited subs BTW. Mainly to make every kid have decent amount of playing time.

As a relatively new referee I have my first JPL game and just want to understand the restart of each quarter procedure as I have conflicting responses. Should the 2nd quarter restart with the team that won the toss and chose to kick off as still first half? Or does the 2nd and 4th quarters restart from a break in play eg from a thrown in? Or something else?

From my experience as a player, the 2nd and 4rth quarters start with the restart of the previous play. 1st and 3rd quarters starts with kickoff.

I've done a quite few JPL.

The standard for me is:

1st two quarters is to the same team in the same half. The 2nd two quarters is to the opposite team in the other half.

Best replicates a real match.
