JPL quarter restarts

As a relatively new referee I have my first JPL game and just want to understand the restart of each quarter procedure as I have conflicting responses. Should the 2nd quarter restart with the team that won the toss and chose to kick off as still first half? Or does the 2nd and 4th quarters restart from a break in play eg from a thrown in? Or something else?

As far as I am aware, there is no provision made by the FA for quarterly restarts. The only direct FA guidance I am aware of regards 'quarters' relates to 'mini soccer'.
Law 7 generalises a game being of two equal halves.
The JPL often use this quarterly stoppage period and are in many ways a law unto themselves. I can't offer any specific advice, suggest looking at their league rules. However, I would suggest a ceremonial KO, rather than throw in, goal kick etc..
Other than that, speak to coaches prior to ko..
Perhaps someone else may be able to offer more specific advice.
 
I’ve not done many of these games (try and avoid if possible) but in those I have, I’ve treated the two quarter breaks like a cooling break or drinks break in the summer.

Stop the game at the rough quarter mark timewise when the ball has gone out of play over a boundary, typically a goal kick if possible as it’s the least contentious. Restart is the kick/throw as it was stopped and second half kicks off as usual.

On one occasion I was able to stop with the ball in the goalkeeper’s hands, which was also an easy restart.
 
Professional academy football use 20 minutes quarters until u15s. They'll swap halfs, generally, each quarter and kick-off.
JPL is supposed to be modelled on the pro academy format
