I've seen a few people here state that. Personally I think it's BS.So what's stopping you? I've only heard one person here mention that because there was no appeal for the pen, it shouldn't be given and I think he's dead wrong. This was a pen. Your match control will only suffer when you call it if you can't sell the call -- which you can if you try.
I have awarded some penalties for this sort of thing, it just kind of depends on how bad the tackle is. This falls into the 'most refs would give it on the field but not in the PA' category. Problem is, while referees perpetuate the problem, we're also victims - forced to referee to expected behaviours, to a certian extent (which is why a single referee can't do zero tolerance for dissent, even though it's permissible in the laws)
