Interesting with these penalty situations in which the referee does not give a penalty, surely if you are acknowledging that you do not think it was a penalty you must book for diving as well? He's either fouled or not, if not you would think he must be booked if he is rolling around asking for a pen

Not necessarily, there can be contact which isn't a foul, which the player then exaggerates to try and 'win' a foul. The argument over whether it is a 'dive' or, to use the correct term, 'simulation' kind of comes down to whether the player feels it is a foul or not. He can only simulate something that wasn't there in the first place, if he feels he is fouled, then he isn't, technically, simulating - just exaggerating.

Suarez goes down an awful lot, but most cases it is exaggeration, but it's Suarez, so book him before he bites someone!
