A few thoughts, none of which is confirmed.
1. I know that some CFA are struggling to get assessors to watch promotion candidates already, but more people want to be "mentors". Perhaps this is a way of solving this problem.
2. I suspect L4 candidates will have an application fee attached, if not already in operation. I also think L5-4 assessments will be centrally controlled, like supply assessments are now. I suspect that the supply leagues will take over their assessments and their co-ordinator may control instead of CFA. Since they would becatvthat level next year, may as well get them use to the rules. They may also move to the 10 box form, rather than the 7 box form at present.
On one hand seems sensible where all referee on the same league, but non rewarding on the other hand.
I suspect it will allow quicker promotion of development referees. Allow them to progress quicker, which we all remember from the mid 90's did for the quality of top level refereeing.
