Tell them to get away or they are getting a yellow card each. They are clearly trying to prevent the keeper from being able to line up the wall, so would definitely fall under USB.

Then allow a bit more time for the keeper to set herself and the wall properly.

Depending on how the game/team/players had been in the game already, you could be looking at caution (s) without warning TBF.
 
It can't be delaying the restart as that will have to be on the referee's whistle, but it certainly could be USB.
I think it's supportable in Law under excessively delaying the restart - as the referee is delayed from whistling while they are doing that. USB possibly the 'safer' option.

Agree USB is the better choice here but DR is also supportable in law. As an analogy, a pen is also on the referee's whistle. If a field defender stands on goal line in goal and won't move after referee asks him to, DR is the best option.

Not really comparable. At a penalty all players must be behind the penalty mark, outside the area and 10 yards from ball.

There is nothing in law that prevents these players from standing here. It only becomes USB because they are waving their arms around, that is unsporting.

At a penalty they are preventing the restart being taken. They are not at a free kick.

If they just stand there, as they are entitled to do, the no offences are committed and in my view until the kick is taken when they, may, commit an offside offence.

Pretty much agree with you. My post was mostly in dispute of a statement that asserted it can't be DR because it's on the whistle. In that respect it is very much comparable with a penalty as it is also on the whistle and can be DR. Just because it is on the whistle it doesn't mean it can't be DR.

The second part of my post is that DR in this case is supportable in law (though I'd use USB). The referee is not allowing restart until the ceremonial steps are complete. The defenders attackers are preventing that so DR can be supported in law.

The Sunderland fans weren't enamoured by him!

One of those where I'll caution both if an observer is there (because there's more risk associated with not doing so, especially with the 'old farts')
Otherwise it's a massive public warning is it's down to me

As Rusty says, they need to be threatened with YC USB. I think it’s an easy sell. This is televised sport and a massive “event”. The actions are not footballing actions.
