Terry Venables said this in his autobiography. He signed Gary Lineker at the same time, who was a resounding success whereas Hughes wasn't. According to him Lineker immediately made the effort to learn Spanish, whereas Hughes didn't, and complained that nobody spoke to him, thus holding him back.
