Think this is a correct decision as there isn't a clear push and the attacker seems to be looking to go down as soon as he's in the box.

Reviewing this and also footage from behind the goal shown on ITV the point of contact does look just beneath the armpit, and contact appears deliberate.
Incident 3 (0:53) - Mansfield v Shrewsbury - penalty not awarded
Video is inconclusive about point of contact, but even if we assume it hit the defender's arm I think it is the correct decision not to penalise as arms are tucked in and he doesn't move significantly when the shot comes in.
