The OP incident has potential match control issues written all over it no matter which way you decide. To me its a clear ifk and caution for simulation. Simulation is just that, the fact that contact was made makes no difference.
On other incidents where everyone is continuing with the game and there are no appeals, if i am absolutely sure i would call it as i saw it. If I have any doubt I would go with the flow. There is a chance that in my mind I had made something out of nothing.
