It's generally down to numbers. Each County FA can nominate as many referees as have met the criteria but the FA may not require that number in a particular geographical area depending on numbers promoted up, numbers demoted due to performance and those retiring/coming off through injury etc.
Also each CFA has to rank the candidates in order, that can be purely based on observations marks or could include club marks, administration, attitude, etc. If you get ranked at number 6 and the FA only need 5 from your CFA then unfortunately you will be out of luck.
