After safety, fairness is the biggest pillar of the game. Way too many referees put match control ahead of fairness.
I think this is a bit more debatable. I was always taught that Match Control is paramount. However, what this actually means will differ from Referee to Referee in their interpretation & how they will deal with it. However, if they focus too much on what some may consider as match control and this overrides fairness, then they can still place their match control at risk - in other words there is a balance to be struck between the two.

Balance is always important. For instance if you want absolute safety, you should not be playing the game in the first place. It's a physical game. But even in a equal or near equal risk balanced situations, some principles take priority.
A different way to look at my point. If you had to choose, when there is near equal risk of abandoning the game (sacrificing match control) or compromising the game's integrity (sacrificing fairness), which would you choose?

That’s a good question & not easy to decide without actually being involved in the actual game, but I would know.

To use a real life example of where game management, or a lack of it, caused a huge problem, I observed on a 5 to 4 promotion where the referee had done as well as he could do in a game that was almost a cricket score. Well into time added on, 8 minutes from memory, one of the winning team attackers bizarrely decided to shield the ball in the corner. I was stood with one of the assistants, an ex EFL referee, and we were both saying "find a foul" as we could see the threat unfurling on the far touchline. He didn't, a defender got fed up and went right through the attacker, and all hell broke loose. It was all so preventable, for starters it was a cup game so why he felt the need to add the time on when no one wanted it was beyond me. They also lost the player that made the challenge, and arguably one that committed VC after. They also lost a chunk of their own time as it ended up as a county appeal hearing, in the days before they were online.
