It's a reflex action. He's about to potentially get thumped in the chest area by the ball or opponent boot. No way your arms do anything other than that in that situation.
Looks a clear pen to me.
Only thing I think is that the player has gone down very easy. And I think that maybe sways it on motivation of attacker.
That said the action of defender is careless so it's a penalty kick outcome for me.
There is nothing in law that supports this so if the referee deemed the challenge to be careless, reckless or excessive force then a penalty should be awarded.
It's only grey because at some time someone somewhere applied this thinking and it seems to be one of those myths that have stuck, like...
Realistically at step 3/4 a referee with an average of 72.5 is reclassification fodder.
I don't know what the fix is. I think there are some good suggestions here.

🤔 I think if deployed in the way intended the were only counting at the point we would have been getting close to a caution, or reprimand, so we are still vocally encouraging the restart and at a time we would have still blown the whistle to indicate the restart needs to be taken so, yes I think...
