I'm not convinced it's a dive, but I'm also pretty sure it's not a penalty either. I think his right leg (knee/thigh) makes contact with the thigh of the defender, hence the lack of follow through.

Stop the watch and wait. If the ball in on the pitch then they are entitled to kick it as hard and as far as they want. I'd make it really obvious that you are adding time back on.
If the ball is (clearly) off the pitch and they do it, then I would be cautioning them.
It's hard to tell as they cut to that part. It may be that the dissent happened just before then and the ref was following in order to issue the caution.
