Issue is that Maguire's blocking the AR's view of where the offside line is. Not giving something because your view is obscured is understandable - giving it on a guess is less so.

League rules can't trump the LotG. While you're not wrong that League Management Committees can be a law unto themselves, their decisions can be appealed to the competition's sanctioning authority (either a County FA or The FA).
