My mate called his game off today (the appointed referee) because of the standing water on the pitch. Both teams agreed with his verdict at 10am for a 10.30am kick-off.

Another referee was present (plus he's a committee member) and he said the pitch is fine and has started the game.

Does the appointed referee have the last word or not?

I recall that when I was a youth player a referee called our game off. And I would say he was right too. The coaches decided it was playable and we played it.
We won the game. League said the game had to be replaced because the appointed referee had postponed it. We lost the replayed game 👎🏻

Yes. Appointed ref needs to inform the league that he postponed the fixture, and the other person (assuming you mean that they're a registered referee) needs reporting to the RDO.

Yes, the referee who is doing the game is a qualified referee.

The referee who said no watched the first 10 minutes told me the ball is stopping after being kicked 5 yards in the middle 3rd.
 
The league rules state:

"The appointed referee shall have power to decide as to the fitness of the Ground in all Competition Matches and that decision shall be final, subject to the determination of the Local Authority or the owners of a Ground, which must be accepted."

That's from SCoR so will be consistent across all English leagues. The appointed referee's decision should stand and the game should in effect be little more than a training match.
 
We should support our fellow colleagues rather than overrule them. As the appointed referee, it is your call to make. If another colleague believes the pitch is playable, instead of overruling, consider offering advice or, if you have more experience, help with development and suggestions. Support your fellow referees.

As the appointed Referee you should let the appointment officer know you postpone the game following a pitch inspection before KO.
