The Ref Stop
The comical thing is the very same people that complained about red cards for "accidental" hair pulling last season are now bemoaning this not being a red card. People have very short memories, leads back to my point about people saying they don't want VAR, the very second something serious was then missed they'd be demanding technology to help.

@RustyRef Don't think that's the case overall, only people who don't know the advice changed are saying it should be a red based on past past precedents.

It can't possibly be a red last season, and now not even careless

The instructions that it was a red card were wrong last season despite some pretty creative interpretations here and elsewhere to support it being a red card.
Not sure who actually brought in that guidance in the first place.

Should definitely have been a penalty.
Don't think so, it wouldn't have been a penalty for that level of holding of a shirt, they would say it wasn't sustained enough. So if they are saying that someone accidentally pulling hair when they go to grab a shirt is no longer a red card, I don't really see how it could be a foul either, given it wouldn't be a foul if their actual intention of grabbing the shirt had worked.

Non-negligible hair pulling should nearly always be a careless challenge in my opinion. I know Pro Ref guidance says differently but that guidance basically gives players licence to do it as much as they like if they are good enough actors to make it look accidental. The only way I think it wouldn't be careless is if the hair unexpectedly flicked in the way.
