I get why you're doing this, and will complete it for you, but I must confess I don't like the term "improvements in refereeing".
This is said before doing your form by the way so apologies if this is the subject.
For me, its not necessarily improvements in refereeing that needs to happen but its improvements in how refs are portrayed in the media and by players/clubs first and foremost as these will influence hugely in how fans then see refs.
None of these understanding the laws and how they're applied helps fans and their abuse on socials. The more abuse, the more nervous/confidence shot they become.
Even during this world cup, I have seen plenty of mainstream media on socials go on and on about Scotlands lack of penalties against Morocco. All they're trying to do is garner more engagement, more likes, more page reads etc regardless if the decisions were right or not. They know its what fans want to hear and argue/engage about.
So for me its not about improving refs, its about improving the perception created by media.
