could be new/different guidelines that don't get communicated to anyone else? only plausible explanation i can think of (besides incompetence)
 
Katie McCabe has since claimed it wasn't intentional and she was aiming for the shirt, but it is still a clear red card. Absolutely shocking all round from the match officials (ref, 4th and VAR). Not one of them seeing that as a RC is beyond me.
 
I thought the referee’s view must have been blocked but she was in a really good position with clear sight, to not view this as a foul is incredible. VAR should have stepped in.
 
We saw a few red cards and suddenly the referee community decided it was an automatic red card

There are far more instances of it not being punished with a red card.
 
Whether every hair pull should be red is certainly debatable. I don’t think there can be any debate as to whether that was a foul. I only see two plausible explanations for the R not calling a foul. 1. She just missed it somehow. 2. She saw it, didn’t think it was too bad, and didn’t want to call it because she thought it would box her into giving a red she didn’t think was warranted. For VAR, we have the whole issue of where we have a line for C&O, which especially in England seems particularly variable and aimed at noninterference. But combined certainly hard for fans to have any clear sense of what to expect to be called.

For VAR the clear and obvious criteria doesn't apply as it would come.under serious missed incident (if the VAR viewed it as a red card).

Oops. I saw Chelsea and Arsenal and jumped to England.

Not sure you’re right about missed incident. R is looking t it and made a decision not to call a foul. This isn’t something that occurred outside the Rs view. But it is clear and obvious that there was a hair pull that brought the player down. So either UEFA is not telling Rs that hair pull = red, or this is a horrific miss by the VAR. The former seems more likely to me.

I don't believe that for a minute, rather I think she realised the trouble she could be in so let go.

I think the referee just missed that the hair had been pulled, but it is baffling how the other officials missed it. Can understand AR1 as she appeared to be looking away as she was running down the line, but it was right in front of the 4th official. And VAR certainly have no excuse.

I agree. I think it was 100% intentional. Either way, it's irrelevant in this incident IMHO. The referee missing it is bad but I can accept it, AR1 was presumably more focused on any possible offsides so that's fair enough, but the 4th should have seen that and, as you say, no excuse at all for the VAR/AVAR.
