Have you tried tubigrip? I imagine the rash is from the velcro.
I have not, although when I used it before for other purposes it was a bit uncomfortable.

Has anyone used something like the puma shirt? My worry is that pocket isn’t deep or tight enough to hold it in
 
Based off of what I've seen with the Macron one, they look similar pocket sizes. They should fit a touchline receiver quite nicely, not idea what it will be like with the larger brands.

Might be worth a try. I don't think anyone is going to be able to give you an honest appraisal of that specific base layer as I think it's brand new with the whole kit release.

That said I also understand that some PGMOL officials were involved in the designs so it could be well thought out.

Maybe @RefStop could provide an appraisal or even a picture of a real life one with a receiver in the pocket?
 
I wouldn't personally expect any issues with it falling out, but I brought the macron one and I don't tend to use it much for that purpose purely because I feel a tubigrip holds it in place slightly firmer where was with the base layer pockets it moves around. (not in the pocket, but because the sleeve isn't fixed to your arm, if you know what I mean)

Makes sense and I think that if I were to use one of these then I would probably put a tubigrip over it still which sort of defeats the purpose.
