It has been made very, very clear to English officials that this is the expectation, so yes, if it happens and I notice that it's happened (I do think if you're not 100% switched on and there's no appeal you could easily miss it) then yes, I will penalise it.

And this makes the Game better how? It’s one thing to say that professionals should know this nuance. But at grassroots this is going to be an ongoing “gotcha scenario—especially as many refs are going to either be oblivious or deliberately ignore it.

I think it's always a dangerous situation when a referee doesn't know for certain if a restart has been taken or not... for similar reasons I don't allow corner shenanigans where a team will nudge the ball in the arc then run away and someone else comes and gets the ball and runs with it. At least this way it's black and white as to when the goal kick is taken. If it's kicked from a stationary position in the goal area, it's taken.
 
I think the law change on restarts could get pretty wild if taken to the nth degree.
Keeper throws the ball whilst stood still in the GA at a GK....
 
Ball being stationary is not a requirement for ball being in play.
As per the guidance being given by UEFA and The FA:
Following the award of a goal kick by the referee, when the ball is stationary within the goal area and is kicked by the goalkeeper or a teammate of the goalkeeper, the goal kick will be considered to have been taken.
 
I'd argue it's had a huge impact on the game with teams taking short goal kicks all the time and playing out from the back more.
Absolutely, it has had a huge impact on the game, it has completely changed how most teams play out from defence. Whether it has improved the game will be a matter of opinion.

I believe @one ’s point was that we just got told advantage can be played when a kick is improperly taken with the ball still moving. The two issues get messy. I guess the reconciliation is that if, ITOOTR, the GK’s kick of a moving ball was intended to be a GK, then we can play advantage and call the PK? Zero chance that is a call I would ever make.
