I was at a EFL game yesterday and the ref didn't do the "count" once.

Away keeper was warned 3 times though (verbally). I counted 11, 14 and 16.
But when you are starting the count from isn’t necessarily the same time the referee is starting it from.

I can only go on my experience and I don’t think I’ve seen a referee not enforcing this.

Observing at Step 5 yesterday and the referee shouted, signalled and applied it every time.
 
In my first 16 games as an Observer, it has been penalised twice.
First was a 5>4 candidate, who reminded the goalkeepers before the game and penalised an offence after 2 minutes.
Second was a Level 3. Two months in, so no need to brief the keepers. Clear and loud verbal count, plus the hand countdown, corner awarded.
Both totally correct, and only a token moan at the first one, no complaints with the second one.
What has changed is that goalkeepers are not lying down after a straightforward save.
We will see how it develops over time.
 
Not seen it at my club this season. Just the odd verbal warning.

The day i see it enforced at my EFL club i'll let you know. Having a degree in mathematics means i can count pretty well too!
I did A level maths and further maths. They didn’t teach us to count, but they did teach us that if 2 people start counting at different times, they’ll reach the number 8 at different times also
 
For me, when keeepers make a simple save and go to ground the count should start then.

The counts i see are not starting until the keeper is standing - regardless of a simple save and the time being wasted on the floor.

Depends what you mean by a simple save. I haven’t seen the Pickford style catch it and dive on the floor this season, because they know if they do the time will start. But if they Dave to save a shot, even if a simple one, the countdown shouldn’t start until they are able to get back up.

Agree apart from the last bit. I would say until they have had time to get up.
