They’re deciding if the referee made an obvious error…….The fact it was overturned doesn't mean it's obvious. The appeals committee aren't deciding on whether it was a clear and obvious error. They're voting if they think the red card was correct or not. All of the committee could easily have been unsure but just come down on the side of no red card and that would imply the decision to be unanimous when in reality it was a closely run thing... (and I'm not saying this is how it went, just pointing out that it could be)
