Yes. I'd argue when refereeing at grassroots that you don't even really need to bother them with that. If they have another colour, by all means politely request a change. Otherwise, I wouldn't worry too much. It's grassroots after all.
 
Apologies then. I assumed you did as your profile shows Level 7 which is the lowest level in England. Either way, I'd say yes. It's not worth calling games off because of the colour of shorts. It's not a massive issue outside of the pro game. In the professional game, whilst they'd be expected to change, they probably still wouldn't be calling games off for it.
 
Sorry about that. I am not from England, but from Spain. From what I've read I would be now equivalent to either a level 5 or 6 ref. But anyways, thanks for your reply Gabriel.
 
I’d answer the question this way: nothing in the LOTG require teams to have different colors of shorts. That means the answer to the question is in the rules of competition, which can vary widely. (Personally, I would care far, far more about shirt color and sock color—who is going to get confused by the color of shorts?? But pro completion probably won’t want it for the the spectacle.)

Agree, down to competition rules, and socks are far more important than shorts. Looking at a challenge to see a jumble of legs all in the same colour socks gives you no chance of making an accurate decision.
 
The technical one word answer to OP is yes.

But I'd add another factor on when making a decision. How contrasting are the shirt colours? If they are very good contrast then I wouldn't even bother mentioning it. But say shirts are different shades of same colour, for instance dark blue and light blue (or grey) then it becomes harder to distinguish the teams and I'd want either shorts or shirt to be changed.
 
Honestly, I think its okay if the shorts are the same. Just mainly the shirt color. Like one said, if the colors on the shirts are different, but hard to distinguish, then make them change shirt colors for the away side. I wouldn't recommend asking them to change the shorts for whatever reason because the shirts are the main uniform part that distinguishes the teams. Shorts can be whatever color of the team's preference.
 
Somewhat topically, Brentford and Liverpool were in predominantly black shorts yesterday. Brentford's have a red stripe down the side, but very rare to see pro teams in (mainly) the same coloured shorts.

Well for pros their shorts and shirts are different at that high of level, but I was speaking generally overall soccer as in grassroots, sunday league etc. Not so big league as the EPL. At that low of level, you would follow the shirt colors more rather than shorts.

Also a tip in the case of a color clash, if both sides have the same or similar color of jersey, and neither side has an alternative jersey at the moment, use pennies (same color) for the on field away team. Learned this from one situation in one of my youth games. Both teams had same color of jersey and the referee and the other coaches figured out a solution: pennies. (Use this as last resort)

The mesh clothing that is worn (ussually for practices). You know, like the ones that the subsitutes wear while warming up? Search it up and you'll know what I mean (unless you search up for the coin pennies).
 
I think Elite football is telling us same colour shorts is fine.

In the UK we call them bibs.
 
We would look at the short numbers. (Unless there are no numbers on shorts) Here in Texas, usually they would have numbers on shorts in competitive matches (club or academy). In rec we wouldn't run into these problems in the first place because of the league jersey supplying diffrent colors to cut down cost of away and home uniforms.
