It cannot be overstated how simple the laws of the game are compared to other sports. Especially the big sports in North America. The National Hockey League rule book for example has a rule that covers goalie interference (one of the 87 rules in hockey). It's 1246 words.

It can be summarized by this flow chart.

Not sure i agree. I qualified as a Golf Rules Official many years back. The Decisions on the Rules of Golf book is over 1000, yet i found it easier to grasp than the IFAB book in some ways. The Rules of Golf is based on clear 'definitions' which are referred back to throughout the book. Any cross-reference between rules is also clearly indicated and there's a thorough Index. I found the IFAB book poorly structured in comparison. The wording of the Laws is loose and the some of the sentences barely make sense
 
To be fair, that actually makes sense, they’ve just taken back to billy basics and laid out of the decision points.

I imagine if you took DOGSO and write down everything you need to consider it would look fairly similar

I will note that the flow chart was made by a fan in an attempt to understand the rule that is all text and doesn't make it very clear that these questions must be asked.
 
I think one of the reason football is so popular is the relevant simplicity of its laws. Although that is changing now at the highest levels by introduction of technology, the grassroots level it is still relatively simple.
