No, not below Step 4
The only C2 that doesn't involve a Sin Bin is that given to a substitute or substituted player
 
Game tonight North West Counties and according to clubs twitter feed two players booked for dissent, obviously club twitter might be wrong.

Isthmian U18s do NOT have sin bins , the Under 23s DO.
 
My immediate thought is delaying the restart by kicking the ball away. Deemed dissent by Twitter writer?
