Whistle-less refereeing

Hand strobe?
In deaf leagues, I believe what I heard years ago is the ref holds up an arm, and players do the same once they see the ref. (Though I believe the ref also uses a whistle as many of the players have some hearing.)
Total aside: I remember watching a 10U match before my son’s where the ref was just using his voice to call fouls. At the “quarter” break*, I went out to offer him a whistle, and he declined—he had his in pocket! He had just way over internalized the training advice to only blow the whistle when needed ….

*In the US, AYSO has a sub break halfway through each half—this was created back in to 60s as a core concept of the league when created was “everyone plays” and it was a way of helping regulate that every player plays half the game. I still have mixed feelings about it, but it does accomplish the goal of making sure players all get to play. And in many Regains, they expanded the rule to players have to play 3/4 of the game.

Yup - referee in hearing impaired football uses a whistle and a flag for communication to all players. It works pretty well.
