Right i will try and keep this brief this happened whislt running a line at weekend.

Two reds attacking, ball played wide to one of them the player in the middle is in an offisde position but not active, i havent flagged. The play continues and some 20 seconds later the ball is sqaured to the player (who was orgianlly offside) who fires it home. I dont flag and get a right earful, he was offisde in the first place etc etc.

Now i am only level 7 so havent been fully briefed on the whole first phase second phase stuff but as far as i am aware he wasnt active therefore i kept my flag down.

Any thoughts/pointers

Was he offside when the player player in the cross? As an AR, you need to take it frame-by-frame. Every time the ball is played again, take a new mental picture. If he was in the offside position when the ball was played in by the winger, then the flag should've gone up. If not, then it was a good goal.

No there was no question he was offisde when the ball was crossed, thats why i allowed the goal to stand
 
If he was offside when the ball was crossed, then he should have been punished for an offside offense.

Given your description, you were perfectly right not to flag.

But when you are judging on this offside decision, think of the two requirements for an offside offence (3rd doesn't really matter in this instance - gaining an advantage), and don't think of him as being active/not active.

During the initial part of the play, was he interfering with play?, i.e. touched the ball? Or was he interfering with an opponent?, i.e. making movements to distract defenders? If the answer is no he can't be penalised for offside. In the first part of your description of the incident, he didn't touch the ball, and wasn't near the play to distract any defender. So he is cannot be penalised for offside. The key part for determining phases of play; The second the ball touches another team mate of his (the attacker on the wing in this instance), the phase of play is effectively reset. So if the attacker finds himself back in an onside position when the ball is played to him from the wing (exactly as mentioned in your incident), he is onside as the phase was reset the second the winger touched the ball. If he is still in an offside position when the winger plays the ball, the phases has been reset, but then you ask yourself the questions above again as he is in an offside position, was he interfering with play....and so on. But that's just an explanation. You got it spot on IMO.

Remember, always think of the 3 requirements for penalising offside when making calls, and don't think of players being active/inactive. The 3 are; interfering with play, interfering with an opponent and gaining an advantage from being in an offside position. Refer to the bible for more information :) .
