As for Flores, ref saw incident and didn't caution Flores so no retrospective punishment possible as i understand it. Simulation not an option for me because contact was made (cf diving)
No, I don't think they can retrospectively Caution.

As for simulation - he is clearly pretending he got hit in the face. Contact or not, I thought there was a USB offence for feigning injury.
We have one here, can be very useful at times.......:oops:

I don't think you can take action against Flores. If contact was made, he can roll about however much he likes. I also don't think you'd be able to sell the decision effectively if you sent him off for hitting him, then booked him after it! Something from FIFA that says if any contact is made then it is not simulation, just exaggeration, which cannot be punished according to them, which is what happened here

Exactly, which is why he can't book him, he should leave it and just send off Carroll, which is what he did
 
Of our yellow card codes we have 'Y21- USB Feigning Injury'

Rarely issued, but useful, and like I say, in the Carroll case, would have to be totally sure Flores was feigning it.

We also have 'Y23 - Caution not previously specified' which can come in useful.

Carroll's would be either 'R3-SFP Elbowing an opponent' or 'R12 - Violent Conduct'
