@Padfoot I suspect you'll find it under section 7 of the FA Referee Regulations so it is written. It would either fall into section 7a (ii) committed a technical irregularity or 7a (vii) has not acted in the best interests of the game.

It's the ridiculous attitude from CFA's that feel that they have to threaten referees with "sanctions" and wield a big stick when it isn't necessary.

Granted however that the "best interest of the game" is not clearly defined, however I would suggest being cavalier in your approach to anything and anybody wishing to progress and better themselves whilst simultaneous sounding like a broken record may make the grade.
